DC Department of Transportation - Program Management

Small Business Program Management -The District Department of Transportation (DDOT) 11th Street Bridges Project is a $300 million design-build construction project to replace the two existing bridges with three new bridges and improve the related interchanges of the Anacostia Waterfront Initiative. The project is the largest ever constructed by DDOT and is the first river bridge replacement in the District in more than 40 years. BTG will provide program management for the civil rights functions of this effort and implement the plan by using a project management team (PMT) approach to address an urgent need to create more opportunities for businesses within the District of Columbia, and to create more job opportunities to address the high unemployment rate in sections of the Nation’s Capital. By establishing a strategic partnership with the prime contractor to work toward a 21% DBE utilization goal in Phase I of the project, BTG along with HNTB created a Project Management Team (PMT) to help the prime identify qualified DBE companies and administer an effective civil rights compliance program for the project.

Virginia Department of Transportation

Change Management - Through a subcontract with Accenture, Business Transformation Group (BTG) provided Change Management support to implement a statewide financial management system at the Virginia Department of Transportation (VDOT) using Oracle's PeopleSoft software. BTG partnered with Accenture to provide support in the areas of sponsorship, change readiness and agency readiness.

The BTG team developed an executive leadership workshop, leadership commitment plans and scorecards, to provide stakeholders with the tools needed to disseminate key messages to the organization. The BTG team helped launch the Cardinal Change Agent Network, which was designed to help facilitate two-way dialogue between the project team and organization on the education and preparation of the upcoming system implementation. BTG was also instrumental in the initial launch of the Cardinal Project website, used to provide ongoing communication about the project background, status and other events such as training.

Arlington County Economic Development Agency (AED)

M3TM Technology Implementation - BTG is now supporting the Arlington County Economic Development Agency's (AED) BizLaunch program to assist them in developing businesses and new entrepreneurs in Arlington and the surrounding Washington Metro area.   AED’s BizLaunch program has developed BizQuiz, a one of a kind online business assessment tool that will assist business owners in evaluating key elements of their business, and then assist them with growth. The Center for Minority Business Development (CMBD) at Prince George's Community College

CMBD Assessment and Assistance Tool Support Program - The Center for Minority Business Development (CMBD) hired Business Transformation Group (BTG) to assess the operations and management of minority owned construction and related businesses in its Accelerator Program. The CMBD at Prince George’s Community College operates with a mission to accelerate and expand the development of Prince George’s County based minority businesses.

CMBD used BTG's patent pending web-based Management Maturity Model (M3TM) assessment technology to conduct business assessments of the participating companies. The M3™ was used to assess the strengths and strategic limitations of each company’s operations and management and make targeted recommendations for developing infrastructure capacity of the businesses.

BTG's Consultants used the unique web-based M3™ technology to assess the current growth stage and business management capability and maturity of the companies in the Accelerator Program.  BTG’s business assessment solution provided immediate guidance regarding actions each business owner or management team should consider to strengthen their business management process and prepare for graduation from CMBD's Accelerator Program.

ATCS/CH2MHILL - VaMegaProjects

Small Business Program Management - As a sub-contractor to the ATCS/CH2MHILL team we supported the Capital Beltway I-495 Hot Lanes project with the use of BTG’s growth management tools and services to manage program risks. We have assessed over half of the active companies on the project to meet delivery and capacity requirements of large P3 design/build project. Utilizing the BTG Management Maturity Model M3TM companies go through a 2 hour on-line assessment. Through this approach, we assess the company’s risks to the project and to their own business operations. After the assessment is complete we provide VDOT an action plan based on the assessment results. VDOT uses this plan to advise the small business and to assign technical resources for support. The data and documentation that the tool provides also allows VDOT and the ATCS/CH2MHILL GEC team to identify trending needs in areas such as project management, safety, mobilization, project planning and other critical area for effective project execution. Our on-line technology solution also allows us to service small and emerging businesses based in locations outside of Virginia, such as Maryland, North Carolina and Pennsylvania.

Virginia Department of Transportation

Training Development - Through a subcontract with Accenture, Business Transformation Group (BTG) developed end user training for the implementation of a statewide financial management system at the Virginia Department of Transportation (VDOT) using Oracle's PeopleSoft software.

BTG designed and developed role-based training to provide VDOT’s employees an explanation of the new terminology, software navigation, business process changes and process integration. To provide users with timely training and information that will allow them the ability to complete tasks in the new financial system, web-based and instructor-led training was developed to give users the opportunity for individual, self-paced learning and hands-on classroom learning with a facilitator. Job aids, UPK (user productivity kit) scenarios and other training support materials, such as online help and participant guides, were also created to help facilitate the transition of knowledge and skills required.

Fluor-Lane Construction Contractor

Small Business Program Management - BTG worked with VDOT and Fluor-Lane, prime contractor on Virginia’s first billion dollar road construction project.  This was VDOT's first project with a small business goal worth more than $500 Million. BTG lead a team to identify and vet capable small businesses for the project. We successfully identified over 500 companies and assisted over 300 firms gain access to large contracting opportunities on the I-495 HOT Lanes Project. We reduced Fluor-Lane’s risk by vetting the businesses before inviting them to Statement of Work (SOW) Opportunity Sessions (a BTG designed contract facilitation approach). We helped VDOT and Fluor-Lane manage and facilitate work group sessions which was designed to identity the prime contractor’s construction delivery needs and to target credible and capable companies as sub contractors. We provided business management assistance and guidance to sub contracting teaming arrangements establishing them as viable bidders on larger contract opportunities. We advised Flour-Lane and VDOT on strategies to maximize small business participation. Through these efforts we have helped put in place over $200 Million worth of contracts for small businesses on this project.

Virginia Department of Transportation

Small Business Program Development ‐ BTG assisted the Virginia Department of Transportation (VDOT) develop a strategic work plan for a $500 Million small business program. The approach we developed is being recognized as a best practices approach to increasing contract opportunities for small businesses while reducing project risks to large scale projects. We established a consensus between all stakeholders and created a cohesive plan to reach a 40% small business participation goal on a $1.4 Billion project. This new program establishes a process which creates a partnership between the government and the prime contractor to achieve contract goals. BTG's innovative approaches are being considered by VDOT as an approach to be used on all large scale construction projects.

Watson Wyatt Worldwide

Small Business Program Development - BTG assisted the federal government consulting practice of Watson Wyatt Worldwide establish successful partnerships with small to mid-sized companies as a part of its first small business partnership program. In the past, Watson Wyatt rarely partnered with other companies and did not have a history of programs to nurture relationships with small businesses. BTG worked with key partners in the practice to implement processes to mange Watson Wyatt’s risk and created extended capabilities through viable small business relationships. In the first year of the program, 70% of the federal government consulting practices' revenues utilized the small business program.

Ortiz Construction Company

Emerging Business Growth Strategies - BTG performed a business growth assessment and developed a cost benefit analysis associated with a business plan for developing a business prototype. BTG is assisting the company develop a business prototype that will be used to expand the business operation to other states partnering with a national chain as a strategic partner. BTG advises this company owner on issues related to employee bonus plans for project managers, approaches to developing a balanced score card with a strong, measurable growth plan and determining the cost/benefit trade-offs to initiatives needed to support the plan.

Southeastern Transportation Partners - DT/MT/MLK Extension

Small Business Program Management - BTG has partnered with VDOT to develop a strategic work plan for disadvantage business enterprise (DBE) and small, women, and minority owned business (SWaM) participation in the construction of a nearly $2 billion tunnel project. The project is located in the Hampton Roads area of Virginia. BTG will work with VDOT and the Elizabeth River Crossings (ERC), led by Skanska. The project is a critical and complex undertaking, creating contracting and employment opportunities for the region. BTG will lead a team under a contract with the Southeastern Transportation Partners (STP) (a JV between RK&K and Parsons Transportation Group) to identify and vet capable small businesses for the project, while also reducing ERC’s risk. This is done by vetting the businesses before inviting them to Statement of Work (SOW) Opportunity Sessions (a BTG designed contract facilitation approach). This approach has been recognized by VDOT and FHWA as a “Best Practices” approach. It provides insight to small business owners about the prime contractor’s expectations for the project. This process also provides needed information regarding the requirements of the project, therefore increasing the potential for successful small business participation and local job creation.

Business Management Associates (BMA)

Emerging Business Growth Strategies - During the past few years we have assisted Business Management Associates (BMA) with strategic growth strategies and management development. BMA established a baseline of needs for its company’s growth strategy by utilizing BTG’s Management Maturity Model (M3TM) approach and technology. They took the assessment, which is available to any small business client who is interested on our website, and discovered targeted areas of need. These approaches allowed BMA to focus their efforts and plans for long term growth and development. Then BMA engaged BTG in strategic planning sessions for the past two years to advise them on development and execution of these growth strategies. BMA has continued to grow as a company while also avoiding the frequent mistakes most small business owners make during growth and transformation stages of a business life cycle.

 

Virginia Department of Transportation

Business Process Re-engineering - Business Transformation Group (BTG) was tasked by the Virginia Department of Transportation’s (VDOT) Safety and Performance Management Division (SPMD) to conduct an analysis of the fiscal business support functions (accounting and inventory) that support the efforts of maintenance and construction projects. The primary goal of the project was to review the organization, roles and responsibilities and reporting relationships to determine if VDOT’s blueprint changes were optimal for an effective and efficient organization. BTG was also tasked to analyze and redesign the fiscal processes to increase efficiency, eliminate redundancies and reduce cycle time.

BTG interviewed a sampling of VDOT’s fiscal personnel and fiscal customers from each of the nine districts across the Commonwealth to identify and document areas of opportunity relative to the fiscal operations. BTG developed more than 60 recommendations related to process streamlining / improvement, staff levels, organizational alignment, authority levels and roles and responsibilities.
